OPSB Approves Cooperative Endeavor Agreement with City of New Orleans to Share School Zone Traffic Camera Revenues

(New Orleans – August 21, 2025) — Today, the Orleans Parish School Board (OPSB) announced the approval of a Cooperative Endeavor Agreement (CEA) with the City of New Orleans to share revenues generated by traffic cameras located in school zones. This two-year agreement, effective upon execution by both parties, ensures that a portion of the fines collected from automated speed enforcement devices, red light cameras, and mobile speed cameras in school zones will directly benefit public schools across Orleans Parish.

The CEA complies with Act 103 of the 2024 Louisiana Legislative Session, which enacted La. R.S. 32:46 requiring revenue sharing between municipalities and school governing authorities. Under the terms of the agreement, NOLA-PS will receive 40% of the net revenues from these devices—defined as gross revenue minus vendor costs—while the City retains 60%. These funds will be distributed equitably to all Type 1, 3, and 5 charter schools and NOLA-PS district-operated schools in Orleans Parish on a per-pupil basis, using the February 1 student count.

"This agreement represents a significant step forward in supporting our public schools and enhancing student safety," said OPSB President Katie Baudouin. "By partnering with the City, we're not only complying with state law but also channeling vital resources back into our classrooms, programs, and facilities. These funds will help us continue providing a high-quality education to every child in New Orleans, while reinforcing the importance of safe driving in school zones."

The CEA was negotiated over several months, resulting in a fair 60/40 revenue split that benefits the entire public school system rather than individual schools. Through a Contract Rider executed with charter school operators, NOLA-PS will serve as the central governing authority to receive and disburse funds, ensuring broad and equitable distribution across all eligible schools. This approach avoids the need for separate agreements and promotes citywide educational investment.

Traffic cameras in school zones play a crucial role in protecting students, staff, and families by deterring speeding and red-light violations during school hours. The revenue sharing will resume fine collections, with NOLA-PS receiving monthly payments based on detailed reports from the City.
