EVALUATION OF THE SUPERINTENDENT
The Orleans Parish School Board shall evaluate the Superintendent annually. The purpose of evaluating the Superintendent is to assess his/her effectiveness in leading the district toward accomplishing its mission, vision, goals and objectives.
The process of the evaluating the Superintendent is an important tool in the improvement effort of the district. It is designed to define the School Board’s expectations, enhance communication and a positive working relationship between the School Board and Superintendent, provide feedback and support for the Superintendent’s professional growth, clarify and prioritize district goals, and to focus on the critical responsibility of improving achievement for all students.
The Superintendent’s contract shall include his/her annual goals and performance objectives and shall be aligned with the evaluation process as set forth by School Board policy. The period of evaluation shall be based on the district’s fiscal year beginning July 1st and ending June 30th of the prior year. The annual evaluation of the Superintendent shall be finalized on or before December 31st of each calendar year. The School Board President or his/her designee is responsible for coordinating and conducting the evaluation process according to the timelines and process established by policy and the Superintendent’s contract.
At a minimum, the evaluation shall include:
Measurable performance objectives – including, at a minimum, measurement of systemwide academic and financial performance, to be determined annually by the School Board and Superintendent;
Qualitative leadership survey – to be administered to School Board members, direct reports, and the Superintendent for self-assessment;
360 Survey – to be administered to a random selection of school leaders, charter management organization leaders, charter board members, parents, students, community leaders and district staff members.
The goals and performance objectives, leadership survey, and 360 survey shall be defined and agreed upon annually by the School Board and Superintendent by the April board business meeting for the following fiscal year. This deadline is necessary to reflect any additions or deletions to the annual budget.
The School Board shall in good faith minimize the year-to-year changes to the evaluation tools, in order to best facilitate longitudinal analysis of the Superintendent’s performance over time. Any changes made to the prior-year tools shall be mutually agreed upon by both the School Board and Superintendent.
The School Board’s evaluation process shall specifically define how the Superintendent will be found to have fulfilled the overall goals and performance objectives of his/her contract at the conclusion of the evaluation cycle.
The Superintendent and School Board President shall sign the final evaluation report. Copies of the final report shall be given to the Superintendent and placed in his personnel file.
