1.1 Call to Order – Roll Call
The Orleans Parish School Board Public Hearing: Charter Request for Application was called to order at 3:32pm by President Olin G. Parker. The following board members were present: Olin G. Parker, Carlos Luis Zervigon, Dr. Donaldo Batiste, and Leila Jacobs Eames. Ethan Ashley, Katherine Baudouin, and Nolan Marshall, Jr. were absent. Superintendent Dr. Avis Williams and Board Counsel Ashley Heilprin were also present.
1.2 Pledge of Allegiance
The Pledge of Allegiance was led by President Parker.
1.3 Rules for Public Comment
Board Counsel provided a high-level overview of the OPSB guidelines for public comment/participation at OPSB Meetings.
1.4 Adoption of the Agenda
Motion by Mr. Zervigon, second by Dr. Batiste to approve the agenda as presented.

PURPOSE OF HEARING
2.1 Orleans Parish School Board Public Hearing on Charter School Applications and Guidelines of Hearing
Pursuant to the requirements of La. R.S. 17:3983(D)(1), the purpose of this hearing is to receive public input prior to the Superintendent’s recommendations of the Type 1 charter applications.
PRESENTATIONS
3.1 Engaged Learning Academies of Louisiana Charter RFA Presentation
BOARD COMMENT:
· A discussion ensued regarding the project-based nature of the curriculum; budget/finance projections; facility planning; performance of other sites using the model; enrollment estimates.
3.2 ReNEW - Reinventing Education Charter RFA Presentation
BOARD COMMENT:
Discussion ensued including: implications for growth with the addition of two schools to the network; interventions and offerings for EL students, as well as special education and gifted/talented education; clarification of transformation model; acknowledgement of recent school performance by schools within the ReNEW network; teacher retention; metrics and tools used to measure family and stakeholder engagement; student attendance.
4.1 Adjourn Meeting
Motion by Ms. Eames, second by Dr. Batiste to adjourn the public hearing.
