1.1 Call to Order – Roll Call
The Orleans Parish School Board Committee of the Whole Meeting was called to order at 1:03PM by Board Vice President Dr. Wagner Romero. The following board members were present: Olin G. Parker, Leila Eames, Ethan Ashley, Katherine Baudouin, Nolan Marshall, Jr., and Carlos Luis Zervigon. Assistant Superintendent Mary K. Garton and Board Counsel Ashley Heilprin were also present. President Parker was absent.
-Interpretation services were provided after the opening of the meeting.
1.2 Pledge of Allegiance
The Pledge of Allegiance was led by President Parker.
1.3 Rules for Public Comment
Board Counsel provided a high level overview of the OPSB guidelines for
public comment/participation at OPSB Board Meetings.

2. ACCOUNTABILITY AND CHARTERS
2.1 Schools Update
NOLA-PS staff provided its monthly Schools Update which included key updates on School Support, Student Support and Attendance, and System Wide Needs Programs. Schools at Work presentation by Audubon Schools-Uptown.

2.2 Accountability Updates
NOLA-PS staff provided an update on district's portfolio and authorizing practices, which included key updates on Notices of Non-Compliance, LEA and Charter Contracts, and Charter Renewals.

2.3 Revision to 2021 - 2022 Employment Calendar for Central Office Personnel
Recommended Action: It is recommended that the Orleans Parish School Board approves the revised 2021 - 2022 Employment Calendar for Central Office personnel, which includes the Juneteenth holiday.

3.1 First Reading: Amendment to Policy HB, Oversight and Evaluation of Charter Schools
Rationale: First Reading of OPSB Policy HB and Charter School Accountability Framework revisions with respect to the evaluation of charter schools for the purpose of operating agreement renewals.
3.2 First Reading: Amendment to Charter School Accountability Framework (CSAF)
Rationale: First Reading of OPSB Policy HB and Charter School Accountability Framework revisions with respect to the evaluation of charter schools for the purpose of operating agreement renewals.
3.3 Amendment to OPSB Policy GBRL, Holidays
Recommended Action: It is recommended that the Orleans Parish School Board suspends its ordinary procedures for policy adoption, pursuant to OPSB Policy BD, and approves the amendment to Policy GBRL, Holidays, to add Memorial Day and Juneteenth to its list of minimum holidays for twelve (12) month employees.

4.2 Request to Award Invitation to Bid NO. 23-CN-0002 Milk for The Child Nutrition Program Fiscal Year 2022-2023
Recommended Action: It is recommended that the Orleans Parish School Board accepts the only bid received meeting the specifications for Invitation to Bid No. 23-CN-0002 for Milk for the Child Nutrition Program for fiscal year 2022-2023 from East Side Jersey Dairy/Prairie Farms in the amount of $199,125.20.

Recommended Action: It is recommended that the Orleans Parish School Board approves the only bid received meeting the specifications for Paper Products for the Child Nutrition Program for Fiscal Year 2022-2023 from Economical Janitorial and Paper Supplies, LLC. The total amount of this award is $206,639.85

Recommended Action: It is recommended that the Orleans Parish School Board approves the proposal meeting the specifications, terms, and conditions for Financial (Municipal) Advisory Services from PFM Financial Advisors, LLC in the amount of $150,000.00 for a period of one (1) year with an option to renew for two (2) additional one (1) year periods, subject to Board approval, and authorizes General Counsel to prepare a contract for signatures of the Board President and the contractor.

Recommended Action: It is recommended that the Orleans Parish School Board approves the First Amendment to the contract with Educators for Quality Alternatives for a Restorative Practices Program for Middle School Students to increase the contract price by $200,000.00 for a new total of $950,000.00 and authorizes the General Counsel to prepare the contract amendment for signatures of the Board President and contractor.

Recommended Action: It is recommended that the Orleans Parish School Board approves the 2022-2023 central office salary schedules for central office employees hired before July 1, 2021 (grandfathered employees) and central office employees hired on or after July 1, 2021 and approves the retroactive correction to the 2021-2022 grandfathered central office employees salary schedule previously approved on July 29, 2021.

Recommended Action: It is recommended that the Orleans parish School Board approves the renewal of Property, Boiler & Machinery (equipment breakdown), Terrorism (physical and liability), General Liability, Workers Compensation, Excess Liability, Pollution Liability, Violent Malicious Acts, Cyber Liability and Flood Insurance policy renewals and authorizes the Board President to sign forms binding coverages effective July 1, 2022 through July 1, 2023.

6.1 First Amendment to Charter Operating Agreements with Significant Educators - Bethune Elementary Charter School
Recommended Action: It is recommended that the Orleans Parish School Board approves the first amendment to the Charter Operating Agreement with Significant Educators adding Louisiana School Employee Retirement System (LSERS) as a retirement option for its employees at Mary McLeod Bethune Elementary Charter School.
