1. OPENING OF MEETING
Procedural: 1.1 CALL TO ORDER - ROLL CALL
The Orleans Parish School Board Meeting was called to order by Board President, John Brown, Sr. at 5:02 PM with the following Board members present: Ethan Ashley, John Brown, Leslie Ellison, Ben Kleban, Woody Koppel, Nolan Marshall, and Sarah Newell Usdin. Also present, Superintendent, Dr. Henderson Lewis, Jr., and Board Counsel, Sharonda Williams.
Procedural: 1.2 PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by students from Edgar P. Harney: Kia Madrano, Madison Beamon, and Nadelin Martinez.
Action: 1.3 ADOPTION OF THE AGENDA
Motion to adopt the Board meeting agenda as printed.

2. CONSIDERATION OF MINUTES

Move that the Orleans Parish School board adopts the minutes of the July 20, 2017 Board Business Meeting and the Special Board Meeting of August 8, 2017 as printed and waive the reading of the minutes.

3. SUPERINTENDENT'S AGENDA
Board Member Ethan Ashley asked for personal privilege to announce the recipient of a $500 scholarship award from Kappa Alpha Psi, Fraternity, Inc. presented to Shelby Sterling a recent graduate of McMain Secondary High School. Superintendent Lewis asked to observe a moment of silence in memory of a student who attended Edgar P. Harney. COO, Eric Seling gave a brief update on emergency preparedness with the City of New Orleans in the wake of the city's pumping capacity.
Board President Brown thanked staff, principals and teachers from both OPSB and RSD in their collaborative efforts to keep students and families safe in the wake of impending street flooding throughout the city.
Board Vice President Ellison urged all drivers to slow down in school zones and don't text and drive. Please keep our students and families safe.
4. CONSENT AGENDA ITEMS
Action (Consent): 4.1 RFP NO. 17-0033 Types 1 and 3 Charter Application Review
Resolution: Move that the Orleans Parish School Board approve the award for Types 1 and 3 Charter School Application Review Services from The National Association of Charter School Authorizers (NASCA) in an amount not to exceed
$115,442.00 and authorize the OPSB General Counsel to prepare said contract. Move that the Orleans Parish School Board approve the Consent Agenda in global.

Action (Consent): 4.2 Increase Direct Diversion of USDA Commodities for the 2017-2018 Fiscal Year for the Child Nutrition Program
Resolution: Move that the Orleans Parish School Board approve the additional purchase of USDA Direct Diversion Products for the Child Nutrition Program from the following companies; Turkey and Ground Beef: Jenny-O ($34,772.14); Shady Brook ($6,488.19), Chicken: Yang’s ($21,307.20) Eggs and Cheese: Sunny Fresh ($7,457.10); Bongards ($6,285.06): Nardone ($31,322.60); Alpha ($14,997.32); Beacon St. Café/Schwan ($8,999.28); Hot Off The Grill ($19,483.81) Pollock Fish for the: North Atlantic ($5,237.50); Potatoes: Basic American ($10,154.76); The increased amount to be diverted is $166,504.96. The total purchase for this school year is $344,455.96.

Action: 5.1 Amendment to Policy HAA - Charter Operator Notice & Engagement

Action: 5.2 Resolution 44-17 re: Safe and Secure Schools A voice vote was held on OPSB Resolution 44-17.
Move that the Orleans Parish School Board adopts Resolution 44-17 supporting the principle that undocumented children have a right to receive a free public education, declaring schools to be safe zones for all students and urging the governing boards of all charter schools in Orleans Parish to adopt similar resolutions.

Move that the Orleans Parish School Board accepts the contract for architectural/engineering services for the repair of the exterior envelope of McMain High School in the amount of $333,618.00; and to authorize the OPSB General Counsel to prepare a contract for signatures of the Board President and the design firm.
